Anyone know why elderly people get RED SKIN on their legs?

my husbands grandma showed us her legs today and from the calf down to her ankles, they are red and tender, and pretty blotchy
shes waiting for a specialist appointment, she also has diabetes, has this got anything to do with it,
does anyone have any idea what it is and why?, thanks
shes 82
Answer:
older people can have circulation problems and broken capilleries that can cause redness but the fact that she has diabetes is probably the main reason for this, also mainly on the legs if she is inactive and not moving around a lot.
Has she been taking new medication? This happened to my mother in law but she had it all over her body. It was due to over dosing by the doctors.
They gave her the wrong amount mg to take.Or it could be Psoriasis.Good luck!
They are spider and varicose veins.
